Expert Consultant in healthcare, insurance and manufacturing.  My current focus is on services to small and medium sized businesses.  Accomplishments include:

·        Managed Care Operations Executive for a HMO.  Responsibilities include medical management, care management, pharmacy, discharge planning, PBM relationship, TPA relationship, Information Technology leadership
·        Providing employee development coaching to key members of a rapidly expanding restaurant business.
·        Reduced costs in excess of $100,000 per year for a medium sized business by aligning their IT availability and backup requirements with appropriate technology;
·        Evaluated, recommended and assisted in the implement a third party administration agreement (TPA) for a Medicaid provider;
·        Supporting the business and technical implementation for a new Medicare Advantage and Medicare Part “D” (prescription) drug plan for a heath maintenance organization.

SVP & CIO - Fortis Health (Later became Assurant Inc.) Milwaukee, WI          2001 to 2003

Led information technology for this individual and small group heath insurance unit of the global Fortis financial services company.

Recruited to turn around non-responsive IT organization and move it to “World Class.” Responsible for a staff of 275 and an annual budget of approximately $75 million.

  • Implemented “Enterprise Project Office”, bi-weekly project reviews, project estimating reviews, and “transparent” project reporting. Substantially improved quality of service, reduced costs of software and hardware implementations, and shortened time to completion of IT initiatives.
  • Implemented formal development methodology and “Rational Rose” process modeling reducing costs and identifying process re-engineering opportunities.
  • Revitalized basic IT performance management systems. Established competency based review system. Instituted tri-annual reviews. Attracted “high performers” and counseled out non-contributors.
  • Developed RFP to outsource $30 million of “in sourced” data center services reducing costs by $2.5 million per year.
  • Significantly improved IT monthly expense reporting and forecasting process. Added capital forecasting and life cycle cost forecasting.
  • Pioneered heterogeneous server consolidation. Award winning joint project with Microsoft and Unisys increased reliability at lower total cost of ownership.
  • Saved the company over $100 million in costs by convincing management to shut down a runaway business re-engineering project.
  • Implemented technology to support the company’s first outbound call center.
  • Created .NET based client application processing facility. Substantially reduced time to policy issue while greatly increasing quality of underwriting decisions.
  • Successfully moved 3000 people in 40 states from Windows 95 / Netware / Groupwise environment to Windows XP / Outlook eliminating 20 positions and reducing costs.


SVP & CIO IBP inc. (was purchased by Tyson after my departure) Sioux City, IA                                       1996 to 2001

Responsible for information, communication, and process control systems for this $14+ billion food company in over 70 plants and 30 other facilities in the United States, Canada, Europe and Asia.

Environment included approximately 125 ES/9000, AS/400, RS/6000, and Windows NT servers. Supported approximately 4,500 on-line users. Managed a staff of 195 full time and 45 consulting personnel. Voting member of the corporate capital expenditure approval committee.

  • Implemented new supply chain systems to make possible the company’s first forward warehouse strategy significantly improving customer service;
  • Reduced telecommunications costs by over $1.5 million per year;
  • Operationally integrated IBP Foods within 30 days of acquisition. Integrated Foodbrands America and Corporate Brand Foods America acquisitions;
  • Implemented business to business commerce with key customers, suppliers and vendors reducing lead times and improving profitability;
  • Member of e-commerce steering committee. Supported www.provisionx.com, a five company meat and poultry business to business online marketplace;
  • Introduced auction-based energy procurement reducing plant energy costs;
  • Enhanced process control systems by including SCADA control layer increasing plant flexibility and reducing the costs to reprogram the equipment;
  • Recognized as a Dow Jones Business Directory “Select” site;
  • Recognized as an Information Week 500 company and a PC Week 500 Fast Track Internet Company.

VP & CIO - DIVERSEY CORP.Detroit, MI                                             1995 to 1996

Recruited into this troubled international specialty chemical company.

  • Implemented a mixed AS/400, Novell, and Microsoft NT environment to support both local and remote users;
  • Reduced long distance telephone costs by 33% and generated a $500,000 cash sign on bonus to Diversey by competitively bidding long distance telephone service;
  • Provided new end user tools such as Business Objects, SQL Server and Lotus Notes;
  • Expanded the cc:Mail e-mail system to support mobile users and implemented Internet connectivity both for mail and Internet access.
                                   
Independent Consultant – Washington, DC & St. Louis, MO.                       1994 to 1995

Worked at the Pentagon supporting Operations Provide Comfort (Rwanda), Uphold Democracy (Haiti), Southern Watch (Iraq II, the sequel to the sequel), Vigilant Warrior (the reinforcement of Saudi Arabia) and events in Korea and Israel.  Reconfigured the Pentagon’s Logistics Planning Center’s computer equipment avoiding about $100,000 of upgrade costs.

VP - BUNGE CORPORATION       St. Louis, MO and NY, NY                 1987 to 1994

Recruited into this privately held, foreign owned, multi-billion dollar food processing and commodity trading company as its senior technology executive to turn around Information Systems.

Brought an operation that had been incapable of keeping its computers operational more than a few hours at a time to a major competitive force for the company.

  • Identified the need for and implemented “World Class” customer service; state of the art Manufacturing Requirements Planning and Electronic Data Interchange that successfully re-engineered the food processing business unit;
  • Reduced annual operating costs in excess of $2 million and provided additional cost avoidance of $1 million;
  • Implemented global electronic mail (e-mail) coupled with electronic data interchange (EDI) permitting the sales force access to the desktops of key customers, suppliers and joint venture partners;
  • Re-engineered financial accounting systems replacing seven automated and eleven manual financial accounting systems into a single integrated G/L, A/R, A/P, and Fixed Assets environment which reduced staff and accelerated the monthly close by 7 business days.

TECHNICAL BACKGROUND

My primary business focus has been as a CIO/CTO and therefore the management of Information Technology organizations.  However, I am also a technology hobbyist.  I still write code.
